No he didn't. It turns out that a Union-Tribune headline writer came up with it about 18 months before Burgess even started at The Star-News.

What caused him to think he'd had an original thought? Well, possibly he was scammed by his reporter, who assured him that the Tia Juana Valley County Water District story had scooped The U-T. Of course, Burgess should have checked online.
